Is Alan "Mr Ten Percent" Johnson wrong?

Or could it be the FT?

A suggestion that the British government is seeking a cut of 10 percent in prices paid by the state health service for prescription drugs is mere speculation, the Department of Health and the Association of the British Pharmaceutical Industry said on Tuesday.

The two sides said in a joint statement negotiations on a potential new pricing agreement had begun but they declined to comment on the content of the talks.

The unusual statement followed a Financial Times report on Monday that the government was targeting a 10 percent price reduction. The paper quoted health minister Alan Johnson as saying he planned to generate substantial savings in the drugs budget during talks to be completed by June.
