POLICY

Outside activities, (Teaching, speaking, writing, or editing that relates to official duties), will ordinarily be approved when they do not adversely affect performance of an employee's official duties, constitute a potential conflict of interest or appearance of a conflict of interest, or create an adverse effect on the image of FDA.

N.B. if it does't reflect poorly on the FDA's image.

Why don't FDA staff have freedom of speech.

(I'm not allowed to tell anyone that a manager came to my home and threatened me with a gun if I didn't approve the drug of the company his wife works for).
