It will require not only industry executives to go to jail but also individuals in regulatory agencies. Agencies are complicit with pushing drugs through illegally through via numerous tricks. Even extending to extortion and witness tampering.
Individuals in agencies also facilitate these off-label marketing campaigns by looking the other way and allowing labeling that they know will allow facilitation of dangerous off-label use when they know they should instead be warning people.
Hard written evidence is available to back up these allegations however, it's a question of whether the government including the legal system will ever allow it to come to light and even if it does whether it will come out before the statute of limitations passes.
