Out of Pfizer's bad comes good

The Special Committee of State Attorneys General are now soliciting grant applications from academic institutions, nonprofit organizations with current 501(c)(3) status with expertise and experience in health-related or consumer protection issues, government agencies, and collaborations of any of the above for grants to promote evidence based prescribing nationwide.

The Special Committee anticipates that it will make up to six grants, ranging from $500,000 to $12,000,000.

The deadline for physically submitting Grant Applications is 5:00 PM, Thursday, May 6,

Is there anything to suggest that this process will involve anything like peer review?

I could not see any evidence for a peer-review process in the materials available over the web.
