Having worked at FDA for over a decade I can say that the actions inside the FDA do not match the perceptions put forward by the book.
At FDA it's obfuscate, cover-up, and retaliate. Upper management typically communicates with companies to undermine the scientists who are doing the actual work. Reviewers are pulled off of work if they ask too many questions.
Crisis management at the FDA has not changed since the time of 'The Jungle' when the documented objective was to reinstill confidence in the meat industry so as to minimize finacial disruptiion. It was never to protect the public.
