Congressmen want Medco deal scrutinized

Express Scripts Inc.'s proposed $29.1 billion takeover of Franklin Lakes-based Medco Health Solutions Inc. merits strict scrutiny from regulators to protect consumers from higher drug costs, three Democratic U.S. House members said.
The deal would affect hundreds of millions of Americans with private health insurance and may increase drug costs for government health plans, Reps. Henry Waxman of California, Frank Pallone of New Jersey and Diana DeGette of Colorado said Friday in the letter to Federal Trade Commission Chairman Jon Leibowitz.
Express Scripts' plan to form the biggest U.S. pharmacy benefits manager requires approval from U.S. antitrust regulators. The customer base of the St. Louis-based company would rise 50 percent, to 135 million, if the purchase is cleared, said Arthur Henderson, an analyst at Jefferies & Co. in Nashville, Tenn.
