U.K. authorities said there's a ``strong possibility'' that the first outbreak of foot-and-mouth disease among cattle in six years originated at one of two laboratories nearby.
The laboratory site at Pirbright near Guildford, Surrey, close to two farms where the outbreak occurred, is shared by the government's Institute for Animal Health and a private research company, Merial Animal Health Ltd.
An interim Health and Safety Executive report didn't conclude which of the two labs was the source of the virus. There was a `negligible'' chance that the virus transferred from Pirbright through flood water or in an airborne release, the report said. It was a ``real possibility'' that the virus was released by ``human movement.''
It didn't rule out sabotage.
